Procurement Analyst

This is an outstanding opportunity for a seasoned project procurement professional seeking a challenging position as part of a team working toward enhancing living conditions for peoples on both sides of the U.S./Mexico border region.

General Description:  Responsible for project procurement, contracts and administering NADB’s procurement policies, procedures and guidelines. Ensures capabilities for procurement and contracts of the project sponsor.

Duties and Responsibilities: 

  • Assists in the analysis and implementation of new procurement policies and procedures.
  • Organizes and understands large amounts of information and prepares reports building on historical data and continuing updates.
  • Interprets and persuasively applies procurement policies and procedures both within the Bank and externally with clients.
  • Applies good knowledge of related procurement and legal procedures of major co-financiers affecting borrowers.
  • Contributes to project teams, takes initiative in analyzing issues and diagnosing problems accurately and takes appropriate action.
  • Devises creative, reliable and replicable solutions to the majority of problems, seeking guidance from senior officer or director only on those that are most sensitive or complex.
  • Establishes and maintains constructive relations with project sponsors.
  • When NADB’s funds are commingled with those of other sources, finds the most appropriate solution to fulfill NADB’s policies without limiting other options or strategies.
  • Participates in the selection and supervision of consultants.
  • Ensures documents prepared are of the highest quality, especially for different reports requested by the Bank’s Management and/or the Board of Directors.
  • Assists in handling complex procurement tasks and issues, which frequently cuts across departments and requires sensitive and comprehensive consultation and integration of inputs from others to achieve a finished product or agreement.
  • Assists with the interfacing between project development and project implementation.
  • Makes presentations to the Department, prepares procurement analysis of projects, and provides trip meeting reports where major issues are identified and a plan of action recommended.
  • Keeps up to date on state and federal procurement laws and regulations for Mexico and the United States.
  • Other duties as assigned.

Qualifications & Requirements:

  • Undergraduate degree in a relevant field.
  • Four or more years of related professional experience in the construction industry, federal contracting in construction, or high-tech global manufacturing. Experience must be in project-based procurement.
  • Equivalent work experience in procurement may take precedence over otherwise required educational qualifications.
  • Requires proficiency in written and oral Spanish and English.
  • Requires thorough knowledge of State and Federal procurement laws

  • Ability to apply “fit-for-purpose” approach to procurement to ensure flexibility and creativity in resolving external concerns.
  • Knowledge and technical use of databases in formulation and implementation.
  • Comprehensive analytical skills with deep understanding of Microsoft programs.
  • Creative in organizing large fields of data with identification of variables through extensive documentation review.
